The data is available to organizations and businesses that use the data in their operations or design end-user applications or services related to, for example, route planning, navigation or positioning.
In order to use Digiroad data, the customer must sign a written licence agreement with the Finnish Transport Agency.

Customer submits an agreement proposal using the Digiroad browser application. The application is available HERE.
Based on the proposal, the operator of Digiroad prepares a draft agreement and sends it to the customer for approval.
The Finnish Transport Agency negotiates the terms of the agreement with the customer (if necessary).
The operator of Digiroad sends the licence agreement to the Finnish Transport Agency for signature.
The Finnish Transport Agency delivers the agreement to the customer for signature.
The signed agreement is delivered to the Finnish Transport Agency.
The operator of Digiroad delivers the ordered data to the customer.
Licence agreement model
The terms of the first delivery of data is specified during the agreement negotiations.
The licence agreement can include scheduled delivery of new data (1–4 times a year).
If scheduled deliveries are not included in the agreement, new data can be ordered via e-mail at [tuki ( at ) digiroad.fi].
New orders must include the following information:
Publication number (e.g. 2010/3, published on 15 July 2010)
Areal coverage: Finland / other coverage (e.g. municipality or region)
Data content: all road classes and data objects (default) / selected road classes and data objects
Delivery format: Basic delivery Digiroad K / Digiroad R / Update delivery Digiroad R or Digiroad XML R
Directory structure and coordinate system: files by region Euref-FIN / files by municipality Euref-FIN or YKJ

An update delivery should only be ordered if the customer is using the basic delivery of a previously published release or all update deliveries published after the first basic delivery.
The customer is obligated to report any material errors or deficiencies detected in the Digiroad data immediately to the Finnish Transport Agency.
